FSS Program

The objective of the FSS Program is to provide an opportunity for our program participants to reach for--and achieve--economic and social independence. Under the FSS Program, low-income families are provided opportunities for education, job training, counseling and other forms of social service assistance while living in assisted housing. With the coordination and delivery of existing community services, along with the willingness of families to participate, this goal can be met.


Each family currently participating in the Section 8 voucher program and living in Hancock County will be offered an opportunity to participate in the FSS Program. Only families currently participating in the voucher program are eligible.

Selection of FSS participants will be made on a first-come, first-serve basis of those willing to commit themselves to undertaking education and job-training skills and who are also willing and able to seek and maintain employment in accordance with HUD regulations.

Each participant family will be offered an opportunity to work with HMHA staff to develop a plan to move from assistance to economic self-sufficiency. As they progress through employment, HMHA will establish an escrow savings account for the family. When the family has successfully completed its goals under the program, they will receive a check for the accumulated escrow funds and the interest the account has earned.
