Annual Re-Certification
Once you become an HCV program participant, HMHA must conduct a re-examination of your family income and composition annually. This process involves collecting and verifying current information about your family composition, income, and qualifying allowances.
The Re-certification Process:
When it is time for your annual re-examination, you will be mailed a re-certification packet to fill out and return by a specific date. You will also be given a list of required documents to provide. Click here to view the list.
After all the forms have been completed and the required documents are received, your Housing Specialist will process your annual re-examination. Your family’s income and rent will be recalculated using the updated information.
Failure to return paperwork/provide requested documents may result in termination of your assistance.
Reporting Changes In Your Income, Family Composition, and More
Once you become an HCV program participant, you must report changes in your household in writing within 10 business days. The family’s income and rent may need to be recalculated based on this updated information.

Changes can include, but are not limited to:
- Started working
- Stopped working
- Unemployment benefits (started or stopped)
- Increase/Decrease of Social Security/SSI benefits
- Child support payments changed
- Household Composition (removing or adding someone)
- Had a baby
- Going to BioLife (this is income)
- Receiving Family Contributions (someone outside your household pays for your bills or living expenses)
Moving
After your initial year on the program, you can request to move from your current unit to a different unit within our jurisdiction (Hancock, Hardin, Putnam, or Wyandot counties).
All participants must receive approval and complete the necessary paperwork before vacating. If you’re interested in moving, you need to contact your Housing Specialist.

Portability
HMHA is currently absorbing incoming applicants and participants into its Housing Choice Voucher (HCV) Program.
An eligible family that has been issued a voucher may use that voucher to lease a unit anywhere in the United States where there is a Public Housing Agency operating an HCV program. This is referred to as “portability.” Please refer to the “How Portability Works” flyer under “Resources” below for detailed information on the portability process and items to consider when planning your move.
Incoming Portability
The HCV program allows for families with a voucher from another Public Housing Agency to transfer their voucher to HMHA. This is referred to as “porting in” to HMHA’s jurisdiction. If you wish to port into HMHA’s jurisdiction, please contact your current Public Housing Agency and have them forward your portability package to HMHA using the Incoming Portability contact information below.
Outgoing Portability
Similarly, HMHA’s HCV program allows for families with a voucher issued by HMHA to transfer their voucher outside of our jurisdiction. This is referred to as “porting out” of HMHA’s jurisdiction. Current HMHA applicants or participants wishing to port out of HMHA’s jurisdiction must contact their assigned Housing Specialist to determine eligibility.
